AiTools.IdentityService cross-service project / app / module taksonomi cache reader (CIK-CACHE-001 adoption). Consumer tarafi (KB v3, task-server) ICacheProvider uzerinden Identity registry'sini okur; DB erisimi YOK. Subscriber + Warmup Identity Service icinde (T#471).
No packages depend on AiTools.IdentityService.ProjectRegistryReader.
T#640: AiTools.IdentityService.ProjectRegistryReader genisledi — Scope + RoleScope cache read surface (GetScope/ListScopes/IsScopeActive + ListRoleScopes/RoleHasScope). Cache POCO eklemeleri: ScopeRegistryCache + RoleScopeRegistryCache; RegistryCacheKeys 4 yeni anahtar (scope/all-scope + all-role-scope + by-role). Contracts (Entity) 4 yeni record: ScopeSummary + ScopeUpsertRequest + RoleScopeSummary + RoleScopeAssignRequest. Stack.ScopeSlug FK ActorRole.Slug -> Scope.Slug semantik shift (decision/design/kb-identity-scope-normalization §B3). Bundle tek-version disiplini: 4 paket birlikte bump'lar.
