AiTools.IdentityService cross-service project / app / module taksonomi cache reader (CIK-CACHE-001 adoption). Consumer tarafi (KB v3, task-server) ICacheProvider uzerinden Identity registry'sini okur; DB erisimi YOK. Subscriber + Warmup Identity Service icinde (T#471).
No packages depend on AiTools.IdentityService.ProjectRegistryReader.
AIT-739: ProjectRegistryReader faz eksen kombinasyon politikasi okuma yuzeyi — PhaseAxisPolicyRegistryCache + GetPhaseAxisPolicy / ListPhaseAxisPolicies / EvaluatePhaseAxes(scope, work_type, stack). Eslestirme sozlugu paketin icinde tasinir (PhaseAxisMatchTokens: * kisitlanmaz, - bos olmali, + dolu olmali; PhaseAxisMatchKinds: axis-match | stack-scope-mismatch; PhaseAxisVerdicts: hint | deny) — tuketici token semantigini yeniden yazmaz. RegistryCacheKeys 2 yeni anahtar (phase-axis-policy tekil + all). Contracts: PhaseAxisPolicySummary + PhaseAxisPolicyUpsertRequest. DbModel: PhaseAxisPolicyEntity (phase_axis_policies; M039 seed = decision/design/phase-axis-combination-policy K2 istisna tablosu, varsayilan izinli). Bundle tek-version disiplini: 4 paket birlikte bumplanir.
